The mission of the Ministry of Public Service and Labour is twofold: a) To institutionalize efficiency and effectiveness in Public Service administration and management, reinforce Public Service values and principles to enhance professionalism and ethics that enable Public Service Institutions to contribute to improving the lives of the Rwandan population. b) To provide conducive environment for the creation of decent jobs and equip the workforce with vital skills to increase productivity and competitiveness for sustainable development.

The mission of the Ministry of Public Service and Labour is to provide public institutions with efficient organization and human resources to fit the objectives of best public service delivery at low cost; and to set up a fair working environment, based on international standards of health and social security, and favourable to jobs creation and labour market development.
Excellence – Excellence" describes the outcomes of public service as we commit ourselves to the standard of whatever we do. In order to achieve this, public servants must manifest such excellence within themselves. Staff development is an important aspect of striving towards excellence for the public service. Thus, public servants must possess a mindset for excellence that strives to be the best that one can be in his or her role.
Integrity –"Integrity" serves as the core of our beliefs and is the underlying foundation upon which the mission, goals and beliefs of the Public Service are built. Integrity enables us to safeguard the sovereignty, independence, security and prosperity of Rwanda, and uphold justice and equality. The Rwandan Public Service commands a high level of trust among our citizens and foreign investors because of our integrity. Thus, it is imperative that the Public Service maintains this high standard of integrity in our conduct.
Accountability- Accountability is defined as demonstrating the ownership necessary for achieving desired results, employees make personal commitments to their colleagues, jobs and citizens and keeping those promises. We value the ability of our staff and Institutions to honor our commitments to get results for our citizens. We build trust with our citizens by delivering on our promises. Accountability involves a process of seeing it, owning it, solving it, and doing it, and requires a level of ownership that includes making, keeping, and answering for all commitments.
Team Sprit – We can only achieve or performance objectives if we work together as a team to pursuit excellence. We will pool our abilities to accomplish our shared objective. No matter how talented we are as individuals, without cooperation and team spirit we will be an institution in name only.
THE HISTORICAL BACKGROUND OF MIFOTRA
Before the Independence of Rwanda, laws on Employment were not yet established. After that period, when the Country was independent, changes occurred and laws on employees in Governmental Institutions appeared.
Before 1973, the Ministry of Public Service and Labour did not exist whereby coordination of all about Labour and Public Service were in the hands of other Ministries.

In 1975, Labour and Public Service were coordinated in the same Ministry whereby it got its name Ministry of Public Service and Labour.
In 1984, the Ministry changed its name and became Ministry of Public Service and Traning to foster workers trainings.
In 1992, the coordination of Public Workers Trainings was shifted to the Ministry of Labour and Public Welfare.
On 28 May 1997, the coordination of Labour returned back to the Ministry of Public Service and regained the name of “Ministry of Public Service and Labour with the following responsibilities:

Intwali Parfait Jimmy
Ag.Head of Public Service Management and Modernisation Department
Intwali Parfait Jimmy is the Ag. Head of Department of Public Service Management and Modernization.
He has a background in Applied Sciences and holds a Master's in Business Administration. Prior to joining MIFOTRA, he worked as a consultant for different International NGOs at different roles such as Regional Representative for One Laptop Per Child, Project Manager at Infinite Potentials Consulting, Education Technology Officer at Edify Rwanda, and consultant trainer in Project Management for international certification such as Project + and PMP certification.
MWAMBARI Faustin
Head of Employment Ecosystem Policy and Strategy Department
Faustin MWAMBARI is the Head of Employment Ecosystem Policy and Strategy Department in the Ministry of Public Service and Labour. Prior to his appointment, Faustin served as Acting Director General of Labour and Employment in MIFOTRA, where he previously served as Director of Labour Research and Employment Promotion Unit. Since 2013, he served as a part time Lecturer in the school of economics and business studies both at Mount Kenya University and Kigali Independent University (ULK). He holds Bachelor and Master’s degree of Science in Economics. He is an innovative manager with technical and leadership experience acquired through various roles within both public and private sector and an extensive experience dealing with international organizations and development partners’ projects, He is an experienced researcher in the field of employment, business development and economics with various research papers published through nationally and internationally recognized journals. He is an economist passionate with quality and productive education.
