Public Service Management and Development

The Public Service Management & Development General Directorate has two units: Public Service Modernization & Performance Management Unit and Public Service Management Unit.

The Public Service Management & Modernization Department has the following attributions:

  1. Analyse, formulate and design policies and strategies towards modernizing public service;
  2. Develop policies, strategies and frameworks for effective capacity development for public Servants;
  3. Develop policies, strategies and regulatory framework for institutions’ capacity development;
  4. Develop performance management policy, strategy and regulatory framework in public service;
  5. Develop policies and strategies for attraction and retention in public service;
  6. Develop policy and regulatory framework for professional ethics and values in public service;
  7. Develop human resource management policies and regulations for public service;
  8. Develop and ensure implementation of reconversion programs to enable public servants who were not placed after rationalization to explore other income generating opportunities through various interventions
  9. Develop, customize and implement Quality Service Delivery Standards in public service;
  10. Monitor and evaluate the implementation of policies, strategies and programs related to the management and modernization of public service.
