MIFOTRA hosts a delegation from Gambia on a study tour in Rwanda

Today 10th May, 2018, the Ministry of Public Service and Labour received a delegation from Gambia composed of four staff namely Mr. Ebrima Sisawo, Permanent Secretary in the Office of the President, Mr. Pateh Jah, Permanent Secretary in the Personnel Management Office, Ms. Jainaba Manjang; the Principal Assistant Secretary in the Office of the President and Abdoulaie Janneh; Representative of UNDP in Gambia. The purpose of the visit was to learn about Public Sector Reforms that happened in Rwanda since 1994.  
On behalf of  the Minister of Public Service and Labour, Gaspard Musonera  Permanent Secretary of MIFOTRA and other Senior Staff hosted the delegation and briefed them on reforms conducted in the Country. 
In a detailed presentation MIFOTRA team explained various public sector reforms that have been conducted to enhance productivity and service delivery of public institutions. The Delegation was also briefed about some home-grown solutions such as Gacaca Courts, Itorero, Umuganda, imihigo among others.
“Public Service reforms aimed at ensuring effectiveness, efficiency,productivity, accountability and  deliver on expectations of Rwandans.” said Permanent Secretary of MIFOTRA.
The Gambian Delegation appreciated the presentation  and commended various reforms undertaken by the Government of Rwanda especially the Integrated Personnel and Payroll Information System (IPPIS). , 
Musonera said that IPPIS was established to streamline personnel management, payroll and  skills database and has helped eliminate any likelihood of pay fraud and ghost workers, among others.
The Gambian Delegation appreciated what they learned and pledged to build on the experience of the study tour in the reform currently underway in Gambia. 
At the end of the session both teams pledged to stay in touch and  explore possible areas of continued cooperation in public service management.
