MIFOTRA receives a Delegation from the Gambia on a benchmarking visit

On 08th October, 2018, the Ministry of Public Service and Labour  (MIFOTRA) received a Delegation from the  Public Service Commission of the Gambia on a study visit in Rwanda aimed at sharing experience in the areas  of public sector reforms, performance management system, work improvement teams (WITs) and  civil service pension schemes. 
The five member delegation  led by Mrs. Awa Jow Auber who is the Vice Chairperson of the Commission is in Rwanda from 05th to 14th October 2018.
The delegation was received by the Permanent Secretary,  Mr.  Gaspard Musonera, together with other Officials of the Ministry.  
Discussions were focused on public sector reforms,  perfomance management system and best practices in Public Service management.  
 The Permanent Secretary illustrated various efforts in Public sector reforms and home-grown solutions including the Gacaca Courts that helped  to try millions of criminal cases that arose following the 1994 Genocide against the Tutsi, Itorero that is helping to instill a culture of shared values and professional ethics in Public service,  performance contracts (Imihigo), the annual National Umushyikirano Council, a forum where participants debate issues relating to the state of the nation and national unity; as well as the annual National Leadership Retreat, among others.  
The delegation was informed about the newly established Rwanda Cooperation Initiative (RCI) which has the mandate to manage the country’s home grown solutions and  the exchanges of ideas and experiences with other countries in the interest of South to South Cooperation (SSC).
Mr. Musonera thanked the Delegation for choosing Rwanda for their benchmarking visit.  
The Gambian Delegation called for a continued partnership and collaboration in order to keep learning  from each other  along the transformational journey of Public service.  
The Gambian Delegation after visiting the National Public Service Commission of Rwanda and MIFOTRA on Monday, will also visit the Rwanda Social Security Board, Rwanda Governance Board, Ministry of Local Government, Ministy of Finance and Economic Planning,  Rwanda Management Institute, City of Kigali and Kigali Genocide Memorial.
The visit sets a groundwork for further cooperation activitives to be undertaken in the areas of Public Service management and development.
